Switching repo sources

I have a very large repo in the clould (kiln) that I want to use with CCI.  I also have a clone of that repo locally.

Is it possible to setup the repo in CCI using the local copy, then switch the source so that it points to the online repo so CCI doesn't have to download the entire thing?

No, Continua treats the repo uri as an identifying field, if it changes then it resets the repo, which will cause a clone. Continua does not have a way of knowing if one repo is a clone of another.
