On my system, I notice that when scrolling up and down (ie, holding down the up or down buttons) in the action list view, with either the Quick Help or Action Information tabs open, the blue bar is not redrawn as the cursor moves up and down. I assume this is happening because those tabs are HTML, and are drawn before the blue bar, and take so long to draw that by the time the bar is about to redraw, the cursor has actually already moved. The problem is basically that it makes it harder to navigate to a particular action - you can't just hold down the arrow key, because you can't see how far you've moved.
When a different tab is selected, it redraws fine.
Personally, I could pretty happily live without both the Quick Help and Action Information tabs - I don't really understand the benefit of the latter, and the former is really for newbies I guess. But perhaps you could consider tweaking the GUI to redraw the action list view before the tab, or something.
