Is it possible to set/change server properties using continua ci stage logic?
I would very much like to update Server.Banner.Content (and other server.Banner properties) - dynamically based on our code freeze times/logic and other policies that may be active at certain times.

No, it’s not currently possible to set server properties automatically using stage logic. It’s not something that we want to implement as many of the server properties are not settings that should be changed often. We have future plans for maintenance mode functionality which will expand on the current banner functionality and will include scheduling for downtime periods etc.
