Anyway, regarding the PsTools actions. What exactly are they and why it seems that it's an external utility to FB?

PsTools is a free suite of system utilities for Windows. It was originally produced by the software company Sysinternals, but Sysinternals was acquired by Microsoft in 2006 so it's now available directly from them. PsTools lets you perform a variety of system-based tasks.
They tools themselves are not included with FinalBuilder because (like many of the things we support) they are a third party product.
