FinalBuilder 8.5.0.3514 w C+Builder 13 ignores BRCC.exe Setting in Project File

Attempting to build C++Builder project for the first time using FinalBuilder 8.5.0.3514 and C++Builder 13.

Error message is: Unable to Execute Resource Compiler - file not found : C:\Program Files (x86)\Embarcadero\Studio\37.0\bin\rc.exe

The C++Builder project file is set to use BRCC32.exe which does exist in the ..\Studio\37.0\bin folder. The option to set a path is disabled for BRCC.exe. I assume FB it would find BRCC32.exe it if it wasn’t looking for rc.exe.
rc.exe exists over in the WindowsKits folder but not in ..\Studio\37.0\bin.

I have never set any C++Builder project to use rc.exe and these projects complie with RAD Studio and used to compile using C++Builder 11/12 and earlier version of FinalBuilder.

The issue is that Embarcadero no longer ship rc.exe - we have historically used that rather than brcc32 for quite some time due to brcc32 having limitations.

RS 13 ships with a copy of resinator.exe - we changed the Delphi action to use this but totally forgot about the CBuilder action. This build has the fix
