Double quotes in Action Description cause Export Log to fail

When I add some quoted text to an action description, then the next action (when it's an Export Log action) writes a zero-length file. For example:

Comment "with quoted text"

Export log as Text to file: c:\exportlogtest.txt

This worked in FB5.
