Can't cut/copy/delete

I have a recurring issue where for a while, the cut/copy/delete commands are greyed out for actions. But I can't track down what causes it. Basically, I'll go to delete an action, and nothing happens  - the actions are greyed out.  Usually, if I then click on the Project pane, then back to the Action List, I can then delete it.

It doesn't seem related to whether I've run the project recently or not.

This sequence of events does it:
1) Search/replace some text
2) Press escape to close search/replace window
3) Attempt to press delete, or ctrl+left or something. Doesn’t work.
