BUG: Can't indent action to a comment

Minor bug:

In the IDE you can't indent an an Action Group to a Comment above it using the button on the tool bar.  You can however, drag and drop the Action Group onto a Comment and it will indent.  Once it's indented the tool bar button activates. 

This is in FB6 v6.3.0.1916

Hi Jeff,

Thanks for reporting this bug, you should not be able to drag an action onto a Comment action nodes as a comment action does not executed and neither will its children. This will be fixed for future versions.
