Action to build VS .net project without a solution?

Is there an action I can use to build Visual Studio project ?
The project don't have a solution file so I guess I can't  use the "Build VS .net solution" action.
(Also if relevant I don't want to use MSBuild )

Ummm… I’m not sure what you are asking is possible without re-implementing half of visual studio and/or msbuild.
