- New Cargo actions for Rust projects: Cargo Build, Cargo Test, Cargo Clippy, Cargo Check and Cargo Fmt.

#### Bug Fixes

- Fixed an issue where the welcome page may not be displayed in forms authentication mode with a fresh installation for the same domain.

- The web UI now correctly stays on the service unavailable page until the service is completely ready.

- Resolved an issue where service communication errors could spam the event log.

- Fixed a minor issue where the trigger checker did not reset state correctly.

#### Updates

- Git submodule lock files are now cleaned up to prevent stale locks from blocking repository operations.

- New fields on the Signotaur Rotate Keys action: Renew, Renew Duration and Allow Validity Reduction.

- Tables now display row counts.

- New property collectors for .NET runtime v8.0.25, v9.0.14, v10.0.4 and 11.0.0-preview.2; sdk v8.0.419, v9.0.312, v10.0.200 and 11.0.100-preview.2.
